Procurement Restriction Policy

Effective April 4, 2025, the Province of Ontario announced a Procurement Restriction Policy that limits the University’s ability to engage with U.S. businesses for the purchase of goods or services.  While approximately 90% of The University of Toronto’s procurement spend is already directed to Canadian companies, the Procurement Restriction Policy applies to all new procurements, except in circumstances where engagement with a U.S. business is justified by necessity.

See the Applying Provincial Policies page for detailed guidance and resources on compliance with BOBIA and U.S. Procurement Restrictions, including:

  • Business Representation form (formerly the Ontario Business Attestation Form)
  • Updated Non-Ontario Business Justification (NOBJ) form
  • Updated ITQ templates (with U.S. Business Representation section)
  • Updated New Supplier Account Request form (with U.S. Business Representation section)
  • Business Representation Directory (formerly the Ontario Business Directory)
